Turn a repo on from the PR that needs it

A PR in a repo Mergepatrol isn’t on yet has a Turn on Mergepatrol button in the You tab. It opens that repo in Repos, where Set up opens the PR that adds the config file. An empty Queue page now has a Set up a repo button too.
