Approve your own PR into the queue

Approving your own PR no longer fails with GitHub’s “Can not approve your own pull request”. When the repo needs no approval to merge, your approval takes the PR into the queue, and any note you add goes on the PR as a comment. When it does need one, Mergepatrol says to ask a reviewer.
